Ads sizes are always related to the devices the campaign is addressed to. If the ad will be only seen in cell phones, tablets, dektop or if it will be the case of responsive ads to be applied for all devices.

Provided responsive ads are uploaded, the maximum resolution to run the ad must be taken into account and the ad must be uploaded by using such size.

When adjusting to different screen resolutions the ad does not lose quality when reducing its size; however, there is a risk to lose quality in case of small ads 'stretching' to higher resolutions.
